Swiss Embassy Economic Cooperation and Development (SECO)
- Policy influence: Through various projects (especially GEIPP), SECO enables the national economy to benefit from applying EIP concepts, methods, tools, and policies.
- Funding provider: SECO has financed GEIPP in Colombia since December 2018; the goal is to demonstrate the feasibility and benefits of Eco-Industrial Park approaches in emerging economies such as Colombia.
- Coordination among actors: SECO implements several projects to support sustainable business development in Colombia and Latin America. The organization is interested in sustainable urban development, sustainable management of natural resources, and improving competitiveness to promote job creation and institutional strengthening.
Ministry of Commerce, Industry and Tourism (MinCIT)
- Policy-making: Develops, adopts, leads, and coordinates general policies on the country’s economic and social development (e.g., policies to promote investment in science, technology, and innovation by industrial parks – Decree 1054 of 2019).
- Funding provider: MinCIT financially supports other entities within its mandate, such as innovation incubators like iNNpulsa and financing lines through Bancóldex.
- Coordination among actors: Maintains a broad relationship with the private sector, for example by promoting the creation of industrial sector clusters (e.g., Petrochemical Cluster, Textile Cluster, etc.).
- Communication: Helps organize and participate in working groups of interest; direct communication with the private sector.
- Capacity development/technical support: Information and capacity exchange.
National Planning Department (DNP)
- Policy-making: A cross-cutting government agency that develops policy guidelines for Colombia’s executive ministries. It supports the formulation, implementation, monitoring, and evaluation of national policies and provides technical support to ministries in carrying out their functions.
- Finance facilitator: Prepares, communicates, and evaluates the National Development Plan (PND), which sets the general direction, priorities, and goals of the national government, and provides guidance for national budget allocation.
- Coordination among actors: Leads coordination for the presentation and approval of Public Policies through CONPES (National Council for Economic and Social Policy), with participation from the relevant ministries.
Ministry of Environment and Sustainable Development
- Policy-making: Designs and formulates national policies related to the environment and renewable natural resources, and sets rules and criteria for environmental land use (e.g., developing new regulations on RECP and industrial symbiosis practices in line with the EIP framework). EIP development aligns with the action plan and activities of the National Circular Economy Strategy (ENEC). Synergies may also be found with the European Union programme for green business development implemented by MADS.
National Business Association of Colombia (ANDI)
- Policy and incentives influencer: Represents small, medium, and large companies in different regions of Colombia and advocates for their interests. It seeks sustainable strategies that can be replicated across regions and serves as a bridge between companies to create new opportunities for trust and collaboration.
- Coordination, communication, and EIP monitoring: ANDI has a specific sector chamber representing Free Zone users, where members’ performance is assessed, and it organizes events/congresses/exhibitions where members can interact with other institutions.
- Capacity development: Offers various capacity-building projects to boost business competitiveness.
